EU releases eight million euro in support of Ukraine's border management

Through this sector policy support programme, the EU contributes to modernisation of the State Border Service and State Fiscal Service of Ukraine by improving legal and regulatory framework, introducing better control mechanisms and modernising border crossing infrastructure in line with the EU standards. The programme also supports the efforts of the Ukrainian government to achieve an effective balance between secure borders and legal movements of persons and goods in line with the EU standards and best practices.

Thomas Frellesen, Chargé d'Affaires of the EU Delegation to Ukraine stated: "Today's disbursement will further facilitate cross-border trade, speed up border demarcation and introduction of electronic customs system. I am confident that EU's financial support will enhance cooperation between agencies involved in integrated border management and will result in more efficient border control and migration management for third country nationals, in line with Ukraine's commitments under Visa liberalisation Action Plan".

Background:

The EUR 60 million sector policy support programme supports the implementation of commitments undertaken by the Government of Ukraine in the framework of the EU – Ukraine Association Agreement. The programme supports the implementation of Integrated Border Management and border demarcation activities and enhances information exchange with the partner services of neighbouring countries. It also supports introduction of measures leading towards trade facilitation.

A good governance aspect is fully integrated in the programme through its targets related to the reduction of corruption and to the effective introduction of ethics and integrity standards, the introduction of more transparent and effective border crossing and of customs clearance procedures. The simplification of procedures, including a single window and one-stop-shop would bring tangible benefits for citizens and traders and would improve governance in the border management sector. programme pays special attention to the protection of the fundamental rights of vulnerable populations (asylum seekers, refugees, unaccompanied minors, victims of trafficking) crossing borders.
