Ahead of the Eastern Partnership Summit in Riga on 21-22 May, which will be an important milestone in the cooperation with the Eastern Partnership countries, the Commission is issuing two progress reports on the implementation by Georgia and Ukraine of their respective Visa Liberalisation Action Plans (VLAP). This is a sign of the Commission's commitment and of the pace of the measures being taken by the two countries.

"Human rights are universal. Refugees must be able to live in dignity and in decent conditions! As a guardian of human rights and fundamental freedoms, our Assembly is duty bound to ring the alarm bell and launch a discussion about how we can better address the migration issue from a human rights perspective", said Council of Europe Parliamentary Assembly President Anne Brasseur when opening the spring session, which has an urgent debate on "The human tragedy in the Mediterranean: immediate action needed" scheduled for Thursday 23 April.

n June 24 the Conference Decent work for the migrant workers summarized the achievements of the Project Effective Governance of Labour Migration and its Skills Dimensions. Drawing to a close in June 2014, the project resulted in better understanding of labour migration and its governance.

The Commission adopted today, on May 27, its fourth progress report on the implementation by Ukraine of the Visa Liberalisation Action Plan (VLAP). It concludes that Ukraine has put in place the necessary legislative, policy and institutional framework and meets the first-phase requirements of the visa dialogue. The second phase, where the Commission will be checking the implementation of all these rules, can therefore be launched.

Today we discussed the situation following the Presidential election on 25 May in Ukraine. We recall and reconfirm our statement of 6 March and our conclusions of 21 March. We welcome the holding of the elections as an expression of the will of the Ukrainian people. The presidential election was characterised by high turnout and a clear resolve by the authorities to hold what was a genuine election largely in line with international commitments and respecting fundamental freedoms, despite the hostile security environment in two eastern regions of the country. We call on all parties to accept the outcome of the elections and we look forward to working closely with the new President.

On 24th-25th of April, 2014, a series of round-tables in the Western part of Ukraine was organized within Building Europe in Ukraine information campaign. With the support of the Delegation of the European Union to Ukraine in Chernivtsi and Khmelnytskiy experts on European integration, civil society leaders and journalists, representatives of local self-governing bodies, business circles and youth organizations discussed the current stage of EU-Ukraine relations and focused on social and political, educational and visa spheres of cooperation.

On April 4 experts of Civic Initiative "Europe without Barriers" presented the most interesting official Schengen visa statistics of the European Commission for 2013, and also published ratings of the EU countires according to the level of the fulfillment of the Agreement on visa facilitation.
